As part of the ShadowGlen development, the Wilbarger Creek Municipal Utility District #1 (the MUD) is located in the extraterritorial jurisdiction of the City of Manor, within Travis County. The MUD provides water, sanitary sewer, drainage, and flood control facilities and services to an area of approximately 300 acres, which includes the Laurel Trace and Stonebridge neighborhoods.

Amenities available to residents include a large 4 acre center with clubhouse, gym and pool; over 6 miles of pedestrian access and trails; and a multi-use field and pocket park. Other amenities are planned as the development grows, including access to future nature trails.

The MUD is in the Manor Independent School District, which offers fine schools for all grade levels.

2024 Notice of Public Hearing on Tax Rate

The District is governed by a Board of five members that serve staggered four-year terms. In accordance with Texas Water Code § 49.103, director elections are held on the November uniform election date, or the first Tuesday after the first Monday in November, in even-numbered years.
